It's hard to say because we have no idea the skill path they would take without Sharingan. A lot of these guys, apart from Sasuke and Kakashi, literally don't use any non-eye related jutsu at all. A handful of fire techniques that never do any damage to anyone. So I have no idea. They'll all really smart, but I feel like Kakashi and Sasuke have the edge. They are both heavily trained outside the school of Sharingan. Sasuke is a lesser form of Orochimaru.

madara- great mokuton, assuming he can't use rinnengan since it's a transformation of the sharingan low kage, if you count rinnengan high kage (w/o susanoo).
kakashi- his taijutsu level is near gai's and he is the smartest of the list, hount dogs are pretty usefull. mid-high jonnin
itachi- he would be blind xd, but assuming he doens't go blind he would have his amazing genjutsu mid-high jonnin
sasuke- curse mark, so he's the 2nd strongest non-sharingan of the list, after madara. high jonnin
obito- don't forget zetsu body parts that allows him to use high level mokuton techs, high chunnin

One single kick or not, Sasukes attack failed when Kakashis attack succeeded, so at that moment, Kakashi was superior to him in taijutsu. Databook also confirms that, it's why Kakashi has one point above Sasuke in this category. Stop posting to just be posting when you know you are proved wrong

Kage Level: Madara
Elite Jounin Level: Kakashi, Itachi
Mid Jounin Level: Obito, Sasuke

-Everyone is at least a Jounin level ninja that should be a fact. I believe that Madara would still be the strongest. I put Kakahsi and Itachi as next because of their intelligence and battle tactics they would be next. Obito is a little weird b/c we haven't seen him fight without sharingan yet but I feel he would and should be above avg in every field. Same as Obito, Sasuke depends on his sharingan a lot but since he was trained by Oro I would imagine he would be quite good in every field.

-IMO Kakashi could be Kage level, he was the son of the white fang, student of the yellow flash and the friend of the pervy sage. I would imagine he surpassed his father without sharingan who was a ninja of high regard. Idk I think Kakashi might have been better without Sharingan sometimes

I don't think any of them would actually be kage level since they spent most of their time trying to improve with their ocular powers.

It would most likely be,

Jounin level- Madara, Itachi, Kakashi, Sasuke
Chunin level- Obito since he began to improve drastically after he got the sharingan.

I didn't make Obito a gennin since his speed and skill also seemed to have improved to atleast Chunin if you take away his ocular powers. He also had an impressive fire style technique though it was also "fueled" by Kamui to increase its range.

Madara: Kage Level. still knows HELLA other jutsu, still a master, still has great taijutsu, probably knows BEAST genjutsu techniques without sharingan, and more...
Obito: Genin Level. After meeting Madara, still has senju DNA.. Before meeting madara, fodder.
Sasuke: Jounin Level. just a pretty good ninja all around. would still have Curse mark. Would be like when he fought itachi AFTER the genjutsu fight and BEFORE itachi used Susanoo.
Kakashi: Jounin-Anbu Level. Pretty good ninja all around. but wouldnt have the HUGE variety of jutsu from Sharingan Mimicing.
Itachi: Anbu-Jounin Level (closer to Kage than Kakashi). Better than Sasuke and Kakashi without sharingan.

Itachi would probably still make it as a kage level ninja because he would have found other ways of using genjustu ex. he can cast genjustu through a finger (he would still be a master of genjustu)

Sasuke would probably make it to high jonin or low kage depending on certain events

Madara would still be beastly ninja thats all you need to know

Obito would probably be low jonin or mid jonin at best

Kakashi would not have advanced past jonin power because everyone seems to forget that kakashi sharingan was the reason he knew over 1000 justus and the reason why he was able to use chidori or raikiri

Sasuke would've never attracted oro without his sharigan js so all his training is irrelevant cuz he only got tht cuz of his eyes not because of any talent

It's not like Kakashi who was already joinin at age of lik 12 or 14 before reciving obito eye..
