Overall he isn't too bright. He's a good battlefield strategist in most situations though, at least in assaults.

IQ??? Well yes, he probably would score pretty low in an IQ test, it's not his thing.

But in a battle he can be smarter than most people, lets not forget that!

I would like to add :

His intelligence is inconsistent just like his speed, at one point he seems to be a very smart guy , like when he was against 3rd raikage and the point i mentioned in op but there are times when he acts so dumb that its not even funny.Like him figuring out that madara is not edo 3 chapters later, him using same sh!t against nagato right after figuring it out that it doesn't work against him,rushing in without thinking ...

Moreover, it took him a while to get control kyuubi chakra and BM but minato did it almost instantly.
Same applies with sage mode, while sasuke used sage mode susano almost instantly.
Not to mention, no development in 3 year time skip despite of being trained by a ninja like jiraiya.

Basically he have more dumb moments then smart moments and he was always displayed as goofy character so intelligence isn't even supposed to be his forte.

Trial and error is not strategic or tactical whatsoever, it's common sense.

Naruto had a hunch that Jubbito was weak against Senjutsu. To test this, Naruto used a weak SM Rasengan. Had he used a more powerful attack, Juubito, not knowing SM was his weakness, would have died. But no, Naruto blew it.

Most of the time he's getting Intel or help from Kurama or other summons/people. For example, his fight against Pain which people like to use... sure he showed some good strategies, but based on the information that was given to him.

He's improved. But he still isn't that good in this department. The war has shown a few really dumb moments from Naruto.

This right here is an invalid point. The Kyuubi part in Minato didn't work against him which made it a billion times easier, as soon as Naruto befriended the Nine-Tails he had full mastery of BM and KMC.
