Rate Naruto without Kurama and Sasuke without Sharingan

Naruto pretty much didn't have complete use of Kurama until recently and he's Kakashi's level who was almost promoted to being Hokage. Kakashi's high Jounin lvl. Naruto knows how to fight, has high chakra reserves and can think 3 moves a head which makes him very powerful.

Sasuke without Sharingan would still be powerful. Even before he gained Sharingan he was already taking on Chunin lol opponents. So to say if he never awakened Sharingan he'd be weak is an understatement. He'd be a strong Jounin lvl but he wouldn't be high. Naruto would out match him

That might be a good way to express that all can laugh even with ninjutsu erased, because it gives more greed. Perhaps that's exactly this purpose Hagoromo trusted in bijus to find the right person and that's Naruto. Once he's done with Sasuke and the Juubi, then Hagoromo inside Naruto comes out and praises him even Sasuke for completing that purpose.

Necessary evil for good purposes.

If Naruto never had the Kyubi sealed within him then can we assume he would never have learned his shadow clone jutsu? If that's the case then learning techs like his wind rasen shuriken would be near impossible. Though he would still have sage mode.
