Well, that's a unusual list... Hinata above sai, Ino, and Sakura and TenTen not at the bottom? Ok then.
Well Tenten is above the rest because
A) They're more irrelevant such as Shino
OR
B)Horribly bland written characters. Everything that undermines their development which have gone down way to far fetched to the point they can't match the equation of Tenten ranking. There's nothing good about the redemption to their characters, such as Sakura just pulled a Yin Seal from her ass and nothing impressive just by simply killing juubi fodders and then she got sidelined because Naruto and Sasuke time to shine.
Honestly for Hinata development I think she developed the most in Shippuden more than in part 1 when it comes to have feeling for Naruto with her confession speech which everything stands for plus she advanced and developed new Hyuga technique such as Twin Lion fist and her attempt to go 128 palm. Neji death was also able to build up Hinata characters and she snaps Naruto to prevent him fallen into despair thus having NaruHina moments.
Both Chouji and Ino have really great amount of character development in shippuden like the death moment with Team Asuma, and attempting to going into vengence against these two akastaki member which have done some impressive job especially in the war arc their redemption especially with Chouji. However it convinced me that these two didn't get enough to earned their spot above Hinata.
