Itachi - neither Obito (to my knowledge) nor Nagato have a counter for his powerful genjutsu
Nagato - Rinnegan prowess simply outdoes Obito
Obito - anything besides Juubito gets stomped by Nagato...eventually (Kumui is haxed, but not unbeatable)

Madara - He is by Manga fact stronger than Obito as the Jin, so I feel him at the top is a no brainer.
Obito - I feel he's second.
Itachi - He is not as powerful as Nagato imo, but not far off. I feel as an overall Shinobi he is above Nagato.
Nagato - Last in my book of these four.
