Universal comprehension is understanding, not knowing he has them, just understanding anything he comes across or he would've figured out he could levitate the second he got RSM. and the full mastery is bs you pulled out ya bottom.

RSM grants automatic/unconscious mastery of flight and other abilities. Check DB, wikia, etc.. hell probably even reddit.. they state the same thing.
