Rasen shuriken can dissipate a full susanoo armor leaving the skeleton but i'm sure kishi would overpower EMS sasuke/madara ultimate susanoo to tank FRS just for plot-no-jutsu but frs can surely wreck standard ms susanoo.
Note: susanoo is concentrated chakra entity(only as strong as the chakra of the user) so definitely it would be weak to jutsus which slice chakra(FRS) PERIOD.

It should be able to break all the incomplete Susanoo, that is, the ones which only have the skeletal structure. As for the full form susanoo of Sasuke and Itachi, I personally believe that a rasenshuriken won't be enough to break them. However, only Kishi can clarify this for sure.

Madara's susanoo can't be broken by any form of rasenshuriken, end of story.
