during the training for naruto to learn it J-man high lighted he was burning his hand with his own chakra density and this was right after the chunin exam. so now i would say based on strength naruto has it in spades. but for ability to use it ftg plus rasengan is insane.

Minato doesn't need shadow clones to create one, so yeah I think he has a better understanding of the jutsu and his base Rasengan is more powerful than the rest.

What was impressive was when Naruto was concentrating he exploded the ball (2nd part of learning the rasengan) but Minato's base rasengan is bigger then Naruto's or Jiraiya's making it stronger just like how Oodama rasengan is stronger than base rasengan.
