I don't think that this is a fair match up, and if you think about it for a moment I think you'll agree. I'm not wanking any character, I'm just stating that Rasengan as a base is much more powerful than Chidori as a base. Considering Rasengan is just raw spinning chakra you'd think that a jutsu with an added nature would be much more powerful, but that is false. As seen in all clashes they are very similar in strength. This is why I think Rasenshuriken should be compared to Chidori, given that they both have a nature change this is a more accurate gauge of the two technique's strength.

Edit: By saying Rasengan is more powerful as a base I mean techniques deriving from Rasengan that add nature are more powerful that Chidori variants (except Kirin, the only existing rasengan variant that rivals Kirin so far is Futon: Chou Rasenshuriken imo)
