Based on thread title we aren't comparing Naruto's rasengan to Sasuke's chidori. We're just comparing the techniques as if they are being used by normal ninjas someone else.
If this is the case I'd say the rasengan is waaaaayyyy better than chidori. Not only can you add other elements to it but, you also don't need to have the sharingan inorder to use it.
Well said, and 90% I agree. You only didn't mention that the rasengan DOES have a drawback. It was mentioned by kakashi that it requires large reserves of chakra, but of course we don't know how steep that requirement is. And adding other elements to it, as far as we know, difficult to impossible to your standard non-sage ninja.
But that said, like you pointed out, without sharingan, the chidori is completely useless, while the rasengan doesn't have such a steep requirement.
