Ikr... As I said before, he wasn't trying to kill Tobi he was attempting to expose him. He wouldn't rasengan his head for a kill when stating who are you, because the impact would cause his face to be unrecognizable. And the fatality would prevent Tobi from simply revealing his identity. It's a waste of Kakashi's Kamui if you ask me.
