If you need to cut stuff more precisely chidori is better.

Other than being difficult to use, rasengan is better in many ways. You could even infuse lightning chakra into rasengan, makeing a much more powerful attack.

Chidori, if Naruto or Minato had it Obito would've been long dead, since it would've Pierced right through his body. All Rasengan ever did was knock him down and he bounced right back up.

Kakashi pierced through his heart with Chidori and he was still alive and kickin.

Rasengan doesn't suffer from the drawback of tunnel vision nor does it require hand seals.
Once rasengan is stabilized it becomes self sustaining no longer requiring the user to put out chakra. The size of a rasengan is determined by chakra output.

Chudore suffers from tunnel vision.
It requires handseals
It needs a constant flow of chakra to be maintained
Using more chakra won't make it bigger(in fact you'll only hurt yourself)
