Rasengan or Chidori? Which Jutsu is really the Turtle Destruction Wave

Both Jutsus are blue coloured but which one really is the legendary attack. Any ideas?

Once you understand how Raikage's lightning armor and hyuga's jutsu such as Gentle Step Twin Lion Fists or Eight Trigrams Vacuum Palm work, you will realize that Rasengan is a fluke. Shouldn't be call Rasengan at all. It should call Chakra wave or chakra ball. Anyone with high chakra control and shape transformation can do it with no problem without realizing that it is call Rasengan.
