I was having a discussion the other day with some mates if the Rasengan was considered Futton (Wind style) jutsu, or it is considered only a chackra movement?

No. Just chakra movement

It's chakra spinning, with Shape Transformation to make a spinning ball. If added Nature Transformation it could have fire, earth, water, wind, or lightning. For example, when Naruto adds Nature Transformation, his being wind, it creates a wind shuriken
