So I've been wondering, whatever happened to the fact that the Rasen Shuriken could damage Narutos own chakra network? Did they explain it later or has Kishi just forgotten or changed his mind about it?

I think its already explained.. Naruto while doing sage training has perfected his rasen shuriken so that it doesnt have the side effects.

It only effects him if he uses it like rasengan(holds it and thrusts it) but now since he let goes off the connection it doesn't damage his cell.
