Then the speed of the moves are irrelevant and wind has the advantage.
Well that is basically how I would see it, even if the RS is thrown.
Let's say Sasuke attacks Naruto with Kirin, Naruto throws the RS at the same time. Due to higher speed, Kirin covers a far greater distance in a shorter amount of time than RS. However, it is to no avail because the RS negates it (just cuts through it).
Meanwhile, Kirin continues to destroy the ground all around Naruto in the same way that it did around Itachi.
(Or, Naruto just does a speed blitz on Sasuke while Sasuke is holding his hand in the air for dramatic effect xd)
