I would do this:

No

Kazekage moves down, and the Jins move up.

But the Jins listed aren't perfect jins. They are able to enter their tailed beast state but only when they are enraged. It is very unlikely for them to get into this state so I don't think they should move up.

I had a conversation about this with KidGamer65 on my profile about this and he actually recommended this to me and explained how the chances of them getting in this state is very low. Check out our VMs
