I personally don't believe in the whole tails=power thing. I also believe Naruto always had a fully powered Kurama, but that's for another debate somewhere else, lets stay on topic.
P.s. All Biju are made of chakra meaning they can be destroyed but will eventually regenerate, except for Shukaku as he is made of Sand, so he can only be defeated by being sealed.
Here's my list and why:
1: Kurama - His chakra avatar is beast, plus he possesses the most chakra and strongest TBB.
2: Shukaku- Hating Kurama and calling him out doesn't seem like something any of the other tailed beasts would do. Plus he's made of sand and is virtually indestructible, being able to morph his body any way he'd like.
3: Saiken: His liquid acid was able to melt through Gyukis skin and his acidic mist vaporized trees in seconds. I doubt he'd even need tbb for any other tailed beast. Saiken cant be touched unless you want to be melted, GG honestly.
4: Son Goku: For the fact he was able to burn gyuki, so basically the same reason as Saiken except Saiken cant be touched due to the acid it can excrete and the wide range mist it has. Son Goku also seems to be the second most physically strongest.
5: Isobu: His coral is extremely tough, it stopped the movement of KCM Naruto. It also has Armored skin to protect it. You guys know Gurens crystal release? His coral works in the same way, except even tougher!
6: Chomei: Scale powder too blind and the ability to fly and use tbbs. Pretty hax, I don't see the remaining tailed beast getting around it.
7: Kokuo: His steam enhanced strength is unmatched, nearly defeated gyuki in one hit. Don't see Matatabi surviving that.
8: Matatabi: Blue fire and lock on exploding hair balls are GG.
9: Gyuki: I know ill receive hate but using ink to blind and bind just isn't good in my eyes. Unless he can make clones of himself.
So for those that don't fully know the names I put them like this: 9 tails/1 tails/6 tails/4 tails/3 tails/7 tails/5 tails/2 tails/8 tails.
Please read my reasoning's and tell me what you think?
P.s. Besides Isobus armor and Shukakus sand all tailed beasts have the same skin or close to it because simple: Totsuka blade is a variant of the Kusanagi blade, just in a spiritual form with the same cutting power(databook) but it wasn't able to pierce v2 Naruto and obviously the full tailed beast will have tougher skin than V2. Just clearing that up. (sorry for itachi fans who didn't know totsuka could never pierce a biju)
