Ok well, if we were going by part 1, i'd put it 1: Minato/Hiruzen. If you remember, hiruzen only got scared when orochimaru tried to resurrect the fourth hokage. Anyway, now that kishi has changed things, I'd rank it, as:

2: Prime Hiruzen/Minato
3:Minato/Prime Hiruzen
4:Muu
5:Tobirama
6:3rd Raikage
7:2nd Mizukage
8: Gaara
9:Onoki(not prime)

Onoki and Muu are actually evenly matched with Onoki being faster. Muu was an edo and thats the only reason he keep up the way he did. Muu would be forced to split in two and that means no flight or jinton.

I do believe that the fourth could easily beat the 3rd raikage (sealing, summoning, etc) but definitely NOT with rasengan. Naruto used a rasenshuriken (wind effective against lighting) and it still just scratched him

Unless he comes up with the same strategy that naruto does (seeing as the fourth reflexes are probably as sharp as sage mode naruto's and the fourth is much smarter than naruto)
