Ranking the kage

[Fair Warning]

I would say there are three ranks

1- Strongest ninja with best leadership at the time and deserves title more than anyone (i.e. Hashirama/Madara)

2- Genius or Prodigy, given the title because they show great future (i.e. Minato, Gaara)

3- Best available ninja, like when Kakashi was going to be hokage (wtf?) or Tsunade instead of Jiraiya.
