I'm gonna cause so much hate
1.Tobirama- (the treatment of the Uchihas was unwise for sure but he had a reason). Once a uchiha knows evil they end up running wild and it's impossible dealing with him like in Madara's case. He never held a grudge and did the same thing with any clan that posed a threat. Madara turned rogue because his own clan turned their backs on him and with the death of his younger brother. Obito turned evil when he seen Rin die. Looking at this despite Tobirama's actions at first he's not to blame. He contributed to the village with the ninja systems and such.
2.Hashirama- He founded the village and made peace. His strong leadership of the Senju clan and the most trustworthy person to the Uchiha. Ending the war torn period and caused a short period of peace. He was gullible as he thought every clan would simply get along right away despite the other clans being at war with one another
3.Tsunade- creating the medical units and having the idea that every squad should have a medical nin was perfect and genius. She prevented many deaths along with a better chance of success. She did her absolute best trying to protect the village. Though she is considered the weakest since she is more of a medical specialist than a fighter. But she is still very strong none the less.
Hiruzen- He improved on the ninja systems. He has currently the longest reign being a hokage. 40 plus years and with the wars that were sparked in his time. The village is still standing. That's quite impressive. Though he put danzo in charge of the darkness of the village and admitingly agreeing in the genocide of the Uchiha clan.
Minato- He's a hero! And by far the second strongest hokage. But plain and simple he wasn't hokage long enough to improve the village politically. I feel bad he had a lot of potential to help improve the village.
danzo was never hokage. his dying words were Hiruzen I never even became hokage. Even though he was chosen.
