Zetsu is more of a tool than a powerful shinobi. Sasori was the first to go, and for good reason. Kakuzu didn't impress me and Hidan only did for the most obvious reason. I put Nagato ahead of Tobi because I personally think he was more powerful, and because Tobi himself said he didn't fail to acknowledge that he was Akatsuki's most powerful member.
