What Kakashi said is correct Mage level for a genin but for a jouinin like guy and others around his level gives you power of at least five kages in one but gai is a taijutsu god in base form his training is 8gates meteiral so he's the most affectve in using it cause the tech itself supports taijutsu needs

People forget that when u release gates your level is spiked up 5x and 10x when lee opens his 6gate he's high jouinin level gai base for is what got him to jouinin but him in gates gave him the famous title BEAST!!!!
