I think Tobi's Paths are Stronger than nagato's.

If each of Tobi's paths have One rinnegan technique + Tailed beasts they will overpower Nagato's paths, But as Kakashi said they are hard to controll so they arn't reliable, Unlike Nagato and his paths.
