Pain had Naruto beat when he had the chakra rods stuck in him, he could have killed him if he felt like it but that wasn't his mission. It's much harder to capture someone than it is to kill them. And if Naruto fell victim with all the help he was getting Sasuke isn't going to last much longer either. Itachi/Minato is arguable, and Tobi is a given as well as Madara. Pain is top 5.
