Consider the following:
- Shinobi Army - Fodder (exculding anyone with an official rank, like kage and generals and hq boys)
- Shinobi Army - Leaders (excluding fodder and kage, so the five generals and hq helpers)
- Shinobi Army - Kage (Gokage and Mifune)
- Zetsu Army plus MS Obito
- ET Army plus Kabuto
Rank them, either in overall utility (excellent choice) or combat prowess (your choice).
The basic idea is this: how much would you pay to have each of them join your village forces (don't worry, they'll be loyal).
