hanzou was the rawest ninja of his time...
No village could fuq with his small rain village (many tried, including the leaf)
No ninja could defeat him in his prime
Every ninja that ever lived passed his time still till this day respoects his rep/fame and Power!
Hanzou had the ability to make any random ninja a legend of all legends!

The kages were regularly popular. Simple as that. But none of them had the fame hanzou had! Only other ninja would be Madara. But madara had fear more then respect and fame.
