EXCLUDING ALL SAGE FAMILY MEMBERS AND SAGE POWERED PEOPLE.

Ex: strongest version of Madera would be ems madara, sasuke would be ems sasuke, naruto would be bsm. Etc

So where would you place a current gaara if he was a perfect Jin of shukaku.

Examples of power: Sand was fast enough to stop amatersu. Captured the 3rd raikage (w/o lightning armor) and with shukaku could undoubtedly keep its defense update with susanno (besides piercing jutsu) and shukaku is a tailed beast made of sand, literally the only beast that is made of some thing besides Chakra. Every beast has a v2 after Chakra cloak but gaara instead turned into a mini sand demon (not a mini chakra demon) he can only be best by being sealed, or outlasted.

My list would be

1: BSM Naruto
2: EMS Sasuke
3: SM Hashirama
4: EMS Madara
5: 8 Gates Gai
6: Perfect Jin Gaara
7: Obito
8: Tobirama
9: Minato / Itachi
10: Itachi / Minato

Matatabi (2 tails) is made of fire... OT. not as high as you have him, perfect Jin bee> perfect Jin gaara imo, he'd be maybe 15-20, a few below SM jiraiya

4. Bsm Naruto/EMS Sasuke
5. Ems Sasuke/Bsm naruto

7. Ems Madara
8. Perfect Jin Gaara (but he was never a perfect jinch)

Gaara took on 5 legged Susano'o by himself an won or didn't die in the war.. Almost seal Edo Madz with a tech he learned from Shikaku's seal..
War arc Gaara was handling his own without a Bijuu..

PJ Gaara could give EMS Sasuke a run for his money depending on location.. IMO

Gaara's not weak by any means just nerfed because he's not a MC or 1 of the MC's..

If matatabi is made of fire how did hidan cut it? Lol jk I'm just being a smart-ass but no its fur is made of fire but not its body (look at its nails, etc) besides the fire is still Chakra

@Bold Sand only stopped Enton not Amaterasu.
