Since manga already showed his max output, adding more chakra wouldn't boost his speed but rather allow him to maintain,it for longer. Unfortunately, those above him in battle or utility don't really care about his speed in the first place.
But I get the feeling you had Byakugo as a means to boost his speed. So in playing along with that, this Raikage can go up to V5 speeds and flood the field with lightning bolts.

Doesn't move up too much, but the ability to suicide himself and then rebirth is quietly haxxed

Phasing would require conscious control and be as expensive as warping because he doesn't have Hashirama boosting his entire body. Genuinely goes two steps down the Tier List
