all depends on the match ups,
though the strongest is between minato and tobirama/naruto&sasuke/A&B
and the weakest most likely are Tsunade and sakura, or Danzo and hiruzen

I put minato and tobirama first for obvious reasons I put sasuke and naruto 5th because bee already beat ms sasuke in canon and ohnoki and mu are too much for them and itachi is better with ms than sasuke and Kisame can stall naruto if not beat him
