Onoki beats tsunade (can't fly), raikage (can't fly), and likely beats gaara (although it could go either way), he beats mae too
Raikege can beat tsunade, could go either way against mae (likely winning more often than not though), would lose to gaara
Tsunade would lose to gaara, would lose to oonoki, would lose to raikage, could go either way with mae but i give tsunade the edge
Gaara would likely lose to onoki, but defeat the others, except mae would pose a threat. I think she would actually be a fair counter.
Mae loses to everyone except MAYBE gaara simply because of her skillset
