2nd Mizukage
4th Kazekage
Yagura
Kakashi
Danzo


This is what I would rank them
2nd Mizukage - High Kage
4th Kazekage - Low-Mid Kage
Yagura - Mid-High Kage
Kakashi - Mid-High Kage
Danzo - Mid-High Kage

Kakashi isn't really past low kage level (and this is at best) (if he didn't have Kamoi ) he wouldn't have ways of dealing with others who r on tht caliber he doesn't have enough stamina and chakra to go a full battle with a person who has tht type of tittle. All his amazing feats tht he has done in the war has been shadowed by the fact tht they majority of them were done when he kept having to receive chakra from naruto ... Or via kyubi cloak
But so I won't be hated ill just rate him low kage

4kazekage low- mid kage (not enough info and weaker then gaara and not as smart)

Trollkage high kage (in my top 10/11)

Yagura mid kage (without bijuu) with it potential high

Danzo high kage (like it or not the guy despite being an ******* is strong as **** he lost to sasuke out of plot without his strongest tech and was holding back to fight obito...)

"Sannin" is not an official ninja rank.. it is a title given by Hanzo to Jiraiya, Orochimaru and Tsunade for their exemplary skills, who back then, despite their age, managed to survive a fight against Hanzo himself, considered to be one of the most powerful shinobi during that era.. Every sannin is officially a Jounin in rank yet possesses kage-level power and skills.. remember, Orochimaru is a sannin who managed to kill the 4th Kazekage and 3rd Hokage respectively..
