Why in the world should that be restricted? If you're trying to find out which of two characters win a fight and then you have to restrict one to give the other a better chance of winning, then you have your answer.

Because we don't know how Haki would affect his paws. What if it nullifies it or at the least contains it to a certain extent. Kuma doesn't seem that adept in Haki anyway so its very likely Zoro's Haki would be stronger.
Kuma is a very fast character, do you think if he lands one hit on a Yonkou or Admiral he can do the same to them? I find it unlikely Kuma won't be able to land atleast one attack given his speed, but I find it even more unlikely he can "defeat" top tiers that way. So for now instead of making assumptions even if logical, its better to remove that one ability anyway and see how strong Kuma is without being able to abuse that cheap trick, its not like its a complete defeat anyway its just removing your enemy from the battlefield.

Do you seriously believe that they will be able to avoid all contact? When I say landing a hit I'm not talking about its accepted meaning, I'm saying if they even block his paw. So lets say Mihawk draws his sword out to block, meaning he has completely reacted to him. Kuma should be fast enough to get some top tiers to block, I find it highly unlikely that they are dodging every single attack.
What about characters like WB who rely on blocking?
What I'm seeing is it still working but to a lesser extent so instead of sending his opponent to another island or something, he only sends them one hundred meters back, something along those lines. I think the impact can be lessened.
For example this type of armament haki

, similar to what the admirals used in MF, which can help lessen the impact.

Zoro and Sanji were dodging/getting the drop on him. So yeah, I'm sure they can avoid him completely, one way or another. Exhausted Zoro out here dodging his attacks at point blank range after barely noticing Kuma there in the first place.

So if a pre skip heavily damaged Zoro can dodge his attacks to this extent, Post skip healthy Zoro should be able to dodge that much easier, he shouldn't even get hit once.
So either Kuma wasn't trying OR Post Skip Zoro wins even with BFR.
I don't know which one is true but if Kuma was not holding back with his speed, then Zoro wins regardless.

He killed none in the end. Although his actions were pretty mysterious back then,He never intended to kill them which was conformed when it was revealed that he was in fact a companion of Dragon. That said, it should be obvious for all of us that he likely wouldn't have killed any even if the events at TB didn't go the way they did in canon. It doesn't matter whether if Kuma is stronger than current Zoro or not but he's definitely leagues above pre skip Zoro so it doesn't make much sense for him to be able to avoid his attacks. Especially, when he was beaten to death by an overwhelmingly strong opponent just a few movements prior to his battle with Kuma.

He threw Zoro's life in the air. He was surprised Zoro survived the pain bubble, showing he had no problem killing Luffy's friends. He also used a bigger Ursus Shock than the one he did at MF, so I'd say he was pretty serious about nuking them. You also don't know that every single person survived the Thriller Bark Hiroshima. It wasn't until Sabaody that he decided he was gonna go ahead and help the Strawhats.

Well you could say that he was testing out Luffy's crew.He was far stronger than Zoro at that point, so he was definitely holding back when he fought one on one against Zoro, that's for sure IMO. But he didn't held back when he decided to accept Zoro's request. Zoro did put his life on the line and demonstrated remarkable resolve when he begged Kuma to take his head instead of Luffy's. Albeit it'd be against his will , it'd be same as insulting Zoro's pride if he held back at that point so he probably decided to do what he did without taking necessary precautions to make sure that he'd survive therefore he wasn't sure if he'd make it out alive hence the question at Sabaody.

He was testing them, but it also shows he would have killed them if he had the chance. The Pacifista were also far stronger than any individual Strawhat at that point, look what the post-skip gap is looking like. It's not farfetched to assume to same occurred with Kuma.
Why would Kuma give a shit about Zoro's pride? He told Zoro "You WILL die if you do this," and was surprised to see him alive in Sabaody. He left Zoro's life to luck.
Lol current zoro doesn't have the speed to catch pica on his own yet u think he can catch a teleporting kuma who has all opportunity to one shot anyone due to his df
Part 1 Zoro was able to damage and actually land a hit on Kuma so he should be the 'weakest' amongst these
Mihawk is on the same level as all other toptiers. Akainu, Yonko, Garp, etc...
