Why is Rinnegan Sasuke that low??

I wouldn't place Madara/Kaguya over Itachi because of I.T. Sasuke was confident that Kakashi could undo it with the Rinnegan, so I think I.T. is more of a byproduct of the special Rinnegan rather than actual talent.

In terms of Genjutsu talent Itachi is the best.

Why is Rinnegan Sasuke that low??

rinne gen vs izanagi in variety and/or effectiveness.
it could go either way but I chose to put izanagi above those who lack but also that they can use other unique genjutsu feats as well. something sasuke practically lacks outside of rinnegan.
- kaguya, itachi the exception because of IT and nami.

@booker. I agree, but that IT is practically a one shot guaranteed without rare exceptions. in skill, yes itachi should be above them obviously but I remember that even before itachi shown his other gen feats people hyped him up as tier 0 skilled gen user solely because of tsukuyomi one shot. I don't see that any different than juubidara IT one shot
