Luffy will beat Doffy so he gets put over him and Sabo has shown crazy hand to hand, he's 2nd in command of a massive fighting force and I have to assume he's been training to fight these specific people in the WG as a Rev and one of the stronger and top tiers at that. I believe Dragon expected himself Sabo Ivan scissor guy Kuma and a Yonko or two plus others we don't know about yet to go against the Shichibukai and Admirals. But yeah all that plus he has a new fancy DF to work out, if he wasn't before then once he figures out the mera mera he will be.

I know Doflamingo has done A LOT more feats. than Sabo but idk I just have a feeling that he's stronger plus he has the MMnM. Sabo's haki game is amazing and it just seems like he's literally fooling around, same thing can be said about Doffy as well but Sabo has shown more haki feats. than Doffy.

Or maybe he's basing it off Ace being stronger as kids so he assumes it stayed the same hence his order Ace, Sabo, Luffy that's the order they were in as children. Or maybe because Ace really never got to show us much of anything but was talked up as being a very impressive pirate. who knows? Really though Hancock could beat all of them besides Luffy thanks to her power well maybe except Robot Kuma but human Kuma would be stone, so would all of them except Luffy(theoretically)

I'm only putting Hancock last because her main power derives from the ability to seduce and all of these characters are above that.
And I'm surprised at how low of a ranking Kuma is getting... yeah he's brainless but he's also a computer, arguably smarter than his former self. If he's given a command to fight he'll still fight with very high skill and we don't even know if his AI has been operated on/improved since Time Skip. What's more is he doesn't have a sense of death anymore and will fight until he's completely destroyed, so I think he's being slightly underrated here.
