Since I'm new to the anime , I'm trying to get a better insight on power levels and tiers. Anyway rank them from the strongest down :

They should be roughly even ye
Shanks , Mihwak can go either way I think , with sometime Mihawk losing and sometimes winning
Same with Sengoku and Kuzan
Garp however (prime ) should always win match ups against any of them

not equal but pretty close yea, just for teh hell of it we usually list tiers on forums because it's easy but the ''Admiral'', ''Yonko'' and ''Pirate King'' Tier are very, very close

Roger isn't ''just the strongest character ever, he had a Marine equivalent and he had a Rival, ALL of them have ''parallels'' to today's generation and WILL have successors in teh next generation

though some ppl actually think Roger could mid dif 2 admirals and high dif all 3 :/
