Well bonnie escaped the Wg so im not how weak she is compared to the rest, but im thinking
Tier 1: BB
Tier 2: Luffy, Kidd, Law, X Drake
Tier 3: Apoo, Zoro, Sanji, Killer, Hawkins
Tier 4: Bonney, Capone, Urough

But considering we dont know who does and does not have haki Zoro and sanji are stronger than the other people in there tier.
