Rank the villages in terms of Kages

Which village has the strongest Kages? Konoha has Hashirama, Tobirama, Hiruzen, Minato, and Tsunade. The Tsuchikages are Muu and Oonoki, we don't know about that other guy. The Raikages we know are third and fourth (A). The Kazekages we know are iron sand, gold sand, and Gaara, while the Mizukages we know are the second, Yagura, and Mei. So which Kages are the best? I'm gonna say

4. Mizukages

im keeping the kaze's third since the 4th could fight the shukaku head on and not get too worried. the third was also supposed to be stronger.
Mizukages last since naruto and bee and kakashi and guy were able to beat all the tailed beat.(i know he was only in BM but still)

OT: Your list is perfect. I would give the Raikages the edge over the Tsuchikages, but the Raikages' arsenals are so small. Plus, they couldn't reach the Tsuchikages, being that they could fly and all.
