Hey guys, today I'll be making a list ranking all the known Shichibukai, current and former. I'll give an explanation as to all my placings, so let me know what you guys think and if you agree or disagree!
1.) Marshall D. Teach (Blackbeard) - This shouldn't really come as a surprise to anyone. I think there is very little argument that by this point, Teach is probably the strongest character in the series with hardly any contention aside from maybe Dragon, Kaido, Garp & Shanks (by HYPE only.) With both the Yami-Yami no Mi AND the Gura-Gura no Mi, it is no surprise that Blackbeard is now sitting above the rank of Shichibukai as a Yonko. As well as having good offensive capabilities, his own devil fruit is able to nullify the effects of other devil fruit users as seen against both Luffy and Ace. Given 2 years to master the fruit of the former "strongest man in the world," Teach is without a doubt in the top tier of strength in OP. It should be taken into account that he is of the D family (whatever significance that may hold) and has been noted to have an "abnormal body" by Marco. There is a reason we haven't seen him do anything post-timeskip yet. When we do, it's gonna be big.
2.) Dracule Mihawk - Deemed "the greatest swordsman in the world," Mihawk is also among the strongest characters in OP. According to the manga, Mihawk used to duel with Shanks; an impressive feat alone even though we didn't get to see it. Though we haven't seen too much from this guy, he can cut a warship easily with a single swing from his blade. It takes someone with the defensive capabilities of Diamond Jozu to stop one of this guy's attacks. Mihawk is a master of Arnament Haki and most likely of Observation Haki as well. It is possible (though I personally doubt it) that he also has Conqueror's Haki. His sword being apparently the best in the world (aside from maybe Shodai Kitetsu) is noteworthy as well.
3.) Donquixote Doflamingo - We've seen this guy go all out and it took Luffy's strongest known attack to bring this guy down after like an hour of fighting with Luffy and Law. His Ito-Ito no Mi fruit has amazing capabilities for both offense and defense. As an awakened fruit user, Doflamingo can do some pretty impressive stuff with his strings including make clones of himself, repair his internal organs, turn his surrounding area into string, the "Birdcage," and more. Being well versed in all 3 types of Haki also means quite a bit in terms of power.
4.) Trafalgar D. Water Law - Law has one of the most interesting and versatile fruits in all of OP if you ask me. Once inside his "Room," it takes a fairly high-caliber opponent to even make it out in a single piece. His "Gamma Knife" attack is one that could easily kill many strong opponents that lack healing abilities. "Shambles" gives law a very good deal of evasiveness and is good for surprise attacks as well. He showed a lot of resilience in the Dressrosa arc as well. This guy was able to hang with Fujitora and Doflamingo at the same for a little while, lose an arm, take a couple bullets, and still tried to fight afterwards. Of course, I believe that since he is a D, we haven't seen his full capability yet. If law was able to perform the eternal life operation on himself that is called the greatest power of the Ope-Ope no Mi, he'd seemingly become immortal. I am unsure on his Haki levels. Even though Law did cut Vergo in half when the latter (who was praised as an extremely good Arnament user) was clad in Haki, they were in Law's "Room" and Vergo survived, seemingly just cut up by Law's regular operating slice.
5.) Jinbei - Jinbei is the strongest known fishman. With 10x the strength of a normal human from birth, he has honed his skills to become a very strong combatant. His Gyojin Karate is on a whole other level from anyone else we've seen so far. Jinbei can control the water around him freely including the water inside of a person's body (essentially making him a nightmare for devil fruit users if they are near the sea.) Additionally, he can secrete water from his own body and use it to attack. His defensive capabilities shouldn't be taken lightly either as he was able to guard against a direct attack from a very angry Akainu. In the water, Jinbei is probably capable of beating just about any other character in the series except for top-tier non devil fruit users.
6.) Crocodile - Crocodile is the prime example of a guy whose bounty downplays how strong he actually is. This is probably be because the World Government can only put a price on things they can prove and Crocodile seems to be a prime example of a guy who does his dirty work behind closed doors and covers his tracks well. Anyway, he is a very strong fighter. As a Logia user, he is able to become intangible to normal attacks. He has awakened his Suna-Suna no Mi and can use a multitude of strong techniques with it including his giant sandstorms, quickfalls, and "La Spada." Possibly his most impressive power, however, is his ability to dry out anything he touches including the ground which can cause fissures, or a human body, causing all the water in that person to evaporate as they whither and die. Unfortunately for him, Crocodile has a pretty exposable weakness in moisture. Hitting him with liquid makes him solid again and negates his sand. Other than this, he is a very solid fighter. Don't forget he's also got a very powerful poison hidden underneath his hook.
7.) Bartholomew Kuma (PX0) - This guy is easily one of the most mysterious characters in the entire series. Of the few techniques we've seen from this guy, he's definitely a force to be reckoned with. Outfitted with lasers, a mechanic body, and a relatively unknown but still strong devil fruit, Kuma is quite a force. Though the newer PX models are easily one shotted by the likes of Luffy & co., Kuma himself is in a whole different league. I don't think we've seen even close to the extent of his Nikyu-Nikyu no Mi though I am really not sure what to expect or if we will even see it. It most likely has incredibly good defensive ability and can probably repel a lot of strong attacks. Kuma was apparently once a commanding officer in the Revolutionary Army before he joined the Shichibukai.
8.) Edward Weeble (Whitebeard Jr.) - Though we've gotten no real feats from the self-proclaimed son of Whitebeard, it was noted by Kizaru that his power is reminiscent of Edward Newgate in his youth. I've seen many theories about Weeble circulating around, but I will not entertain any since I'm completely clueless as to what his powers will be. With a weapon similar to Whitebeard's and a bounty of 480 million berries, this is just about all we have on this guy so far.

Boa Hancock - While she does seem to have pretty decent fighting prowess and physical strength as shown when she broke Smoker's jute and a Pacifista, Hancock's devil fruit powers are hardly useful against anyone who is trying to battle her seriously. Don't get me wrong, she is definitely a strong person (as noted by Sengoku), but there's a reason she's so low on the list. Her Mero-Mero no Mi causes her to literally have to seduce her opponents in order to use her techniques (let's hope she never runs into Sanji while in a bad mood.) Yeah, she can turn people to stone and stuff, but a strong mind, pain, or in Luffy's case disinterest can all negate her fruit's power. Despite this, she is still very strong and can use at least Observation Haki and Conqueror's Haki.
10.) Gekko Moriah - Classic example of a weak person with a strong power. Moriah's Kage-Kage no Mi is a really cool fruit. Not only can it directly enhance the user's power, but it can reanimate fallen warriors to fight as your allies. Now, this is NarutoBase and everybody seems to count "Edo Tensei" when discussing Kabuto or Orochimaru's power levels. However, I do not agree with this as it is not the fighter's own strength. If that were the case, Moriah, Oz, and the army of obedient zombies would probably be a little higher on this list. Sure, the guy was able to crack Thriller Bark after absorbing 1,000 shadows, but even then, he was defeated pretty easily.
