Well he is too be considered and not that I have much to go off of but compared to Jinbe who has no haki feats and no DF hancock looks pretty good. Plus what real damage did he do at MF?

It is canon. There was some written piece by Oda that made Zephyr and the disarmament canon. But that's all we know.

But it must also be noted this was a basically retired Zephyr. Not a prime Zephyr.
