It was stated in part 1 by Kabuto and Orochimaru that Hiruzen was the strongest of the Gokage and that included Onoki, Ay, Mei/Yagura, and Rasa. Danzo already admitted inferiority to Hiruzen. Hanzo spared the Sannin because he feared Hiruzens wrath so that ends that. Chiyo in her best days was compared to Tsunade level so thats that. Mifune can't even deal with all 5 elements at
