1.Bee (tamed Hachibi on his own, has the most experience in it, perfect jinchuriki, able to perform partial transformation)
2.Naruto ( People think he's the best because he's stronger, but that's cause his Biju is stronger. Needed help of Bee and Kushina to win, still hasn't got perfect control, lacks experience, lost control to the fox many times)
3.Yagura ( was said to be in perfect control of his Biju)
4.Yugito ( Her skills with her Biju were recognized even by Bee)
