Rules for the thread
This goes based on who would be the best ruler, From dealing with threats to the responsibilities they hold
it goes 1 to 8, with 8 being the worst

My Own List
1. danzo, He was active in dealing threats to the village safety like kabuto and sasuke at the time. He was also willing to forgo his own safety if he meant saving konoha much like his rival sarutobi. He also was willing to forgo his own creditably by mind controlling mifune and ensuring the formation of the shinobi alliance to deal with the threat of tobi
2. Minato was a kage for a couple years and all the things that happened wrong under his rein were not even his own fault like the kyubi being in konoha that was hashirama's genius choice though he managed to deal with the threat though if not for sarutobi's own plans at taking back power. Minato would still be alive and minato did make some stupid choices like having kakashi be an anbu to deal with ptsd had from battle
3, Sarutobi failed at every task expected of him not only did he fail to kill orochimaru causing the sound and sand to invade the leaf but he actively gave no care about the safety of the child that he was expected to protect that being naruto not only that but he failed at protecting minato when he could of saved him. Danzo confirmed that this done to ensure his own seat back in office.
He also refused to gain orochimaru a hokage position despite no counter arguments being given to danzo's reasoning that he was more experied,esblished and even knowledgable. He suggested minato out of spite for danzo and saru had so little confidence in this spite pick that he literally went on to spar with him just to see if he was able. You can say that was just a game scene but my point still stands minato was a spite pick
4. Tsunade, She failed at everything like she couldt stop madara or even protect konoha from pain's invasion not only that but she sucked at her job employing force on the senior council of the village to get what she wants clearly violating whatever laws that konoha has also she sends genin to deal with a sannin during the sra arc showing that she cannot properly assign missions
Maybe if you ignored all this she would be a great leader you say but her proneness to anger and bias nearly lead to the jinchruki getting captured something that everyone on the coulsil warned her of not only that though her drinking problems created to cope with her husband and brother dying makes her too mentally comprised to ever lead
5. Tobirama, This dude created every uchiha conflict that we see in series indirectly by his sheer and utter bigotry also his own policies lead to child soldiers being common place something that his brother made konoha to stop not only that but he put a kid sarutobi in power due to his own inability to deal with jonin level foes
His creation of the edo tensei jutsu also lead to him indirectly killing saru his own student as had he never invented edo tensei hiruzen would of had enough energy to pull orochimaru's soul out not only that though but this jutsu created by him caused the deaths of at least thousands of shinobi in the fourth world war
6. Hashirama was a naïve idiot and a hypocrite who's actions nearly caused the downfall of the entire world like enabling his racist brother caused the uchiha genoside and his best friend madara becoming the evil foe that he became. Also caused the indirect deaths of minato,kushina and iruka's parents by keeping the kyubi slaved to konohagakure
He also gave the bjuu to every different nation causing years of war and making the akatsuki's efforts to capture them rather easy like if not for this choice then it would be impossible for anyone to ever capture the bjuu so he indirectly caused the deaths of neji,shikaku,asuma,jiraya and rin.
7. Naruto not only did he fail at protecting the leaf from threats like momo and isshiki but he fails at policy reform like he promised to gain the hyuga slaves freedom from their masters but did no such thing and not only that but he harbored a known threat to the safety of his nation kawaki. Mind you this kid was a member of a terrorist organization kara so logically as a leader it would of been naruto's responbility to kill this threat for the safety of his own
8. Kakashi, Was a horrible leader failing to deal with the chino threat instead letting a known terrorist that he aided and supported deal with the threat not only did he risk the safety of konoha by doing this but it also shows that he values his emotional connections over his role as a leader something that everybody above naruto to some degree could act upon
