We haven't seen any other feats except his eye, I'd say low kage.

I think he is able to defeat any enemy because of his Kotoamatsukami, but he can't use it frequently. Other than that he is said to have been a genius, which would mean he was very powerful

When was it said he was a Genius? Based on his status in the ANBU and he held the Sharingan and Mangekyou Sharingan, and nickname alone can determine his was skilled as a Shinobi. Saying he is Kage-level skilled puts him on a teir of the Kage, members of Akatsuki, and Sannin.
