I MADE SOME CHANGES IN MY TOP 25, THIS TIME I WILLNOT INCLUDE EDO TENSEI AS A PART OF KABUTO'S OR OROCHIMARU'S ARSENAL, SINCE THIS MAKES THEIR POWER TOO MUCH, ALSO NO EDO FEATS!

1- Obito (jinjuricki of the juubi)
2- Hashirama
3- EMS Madara (with kiuby since its his summon, no rinnengan since i already stated no edo feats)
4- Nagato
5- BM Naruto
6- EMS Sasuke
7- DSM Kabuto (no edo tensei as i stated before)
8- MS Itachi
9- Minato (NO KCM, since alive minato can't use it, he got it with RDS while being alive)
10- Tobirama
11- Muu
12- Trollkage
13- MS Kakashi
14- Killer Bee
15- 3rd Raikage
16- Kisame
17- SM Jiraiya
18- Orochimaru (no edo tensei)
19- Onoki
20- Danzo
21- Ay
22- Gai (its not "guy" ITS GAI)

I tought about that, but its just i see KAMUI too op, i've seen lists wherer kakashi is ranked top 10, its just kamui is ridicously powerfull

I think they're about the same level (3rd raikage, kisame and kakashi etc..)

Kabuto, in my opinion is over Sasuke.
Muu and Trollkage are above Itachi.
Kakashi is too high up.

Other than that, ok list.

Edo is their techniques, it is part of their power. This list isnt even worth rating, it's pure ass.

P.S.

Why the hell is Garra so low?!?! He owns most on your list.
Tobimaru is clearly not that high
Minato it clearly not that high
Kabuto owns EMS Sasuke
Oro even w/o Edo is wayyy too low

It's pretty alright. I disagree at some points but most are just the position.. For example, I would place Naruto over Nagato but I can easily see why you would put it the other way around. Some parts [Kirabi especially] seem quite a bit off but, a list is a list. Well-done, quite a lot better than most other lists.

I think that by feats and with sm clones, Naruto BM can be above nagato. Kabuto> EMS Sasuke. Tobirama could be above minato and maybe above itachi. Orochimaru should be a little lower. Gai should be higher. I agree with the rest. Can I give a 3,5/5?
