If sabo hadn't shown up who would luffy given the flare-flare fruit to I couldn't think of any one individual he would want to have it since he thought sabo was dead I'm a zoro fan but I can't see him with any devil fruit so "GOD USOOOP"

Probably would have made Law use a big room back to the ship and swap it there for safety.

seriously do i really need to explain...usopp is not really a fighter....as we have seen in the manga,he scares easy and trys to avoid confrontation as much as he can...so the flareflare fruit would fit someone who fights a lot like,sabo,sanji,franky,rebecca,kyros...you get my point....usopp is just a sniper

Assuming Luffy won the tournament. Man! If he used G4 in the final match of the Colosseum, he would kill Burgess and Diamante. I mean, beat them to a pulp. In the end, the Mera won't be eaten by anyone.
