Sasuke does not have the chakra stamina to employ Multiple Shadow Clones effectively. He likely can use the technique, but he wouldn't be able to withstand the strain once the clones dispersed if he were to use them in combat or for training purposes.
The technique is first dangerous because it evenly divides the user's chakra amongst the clones that are produced. Sasuke could probably surpass all of the individuals that have used the technique in the series (except Naruto) in this respect with very little consequence. This explains why many of the characters in the series have been able to at least create a handful of Shadow Clones without too much trouble.
However, the technique is also dangerous in that once the clones disperse, any fatigue or chakra consumption that the clones incurred will be absorbed into the user. The only reason that Ebisu was able use Multiple Shadow Clones when training Naruto is that his clones did not use any chakra or get fatigued while chasing Naruto around. If Sasuke were to use the technique while training or in combat, he would fatigue much faster and risk using all of his chakra.
Plus, he uses the Sharingan an awful lot, which is a much more effective method of training (copying techniques at will), but is also a constant chakra drain. This drain would only increase with every additional clone that he used. Furthermore, he likely doesn't know of the benefits of using Shadow Clones.
