A group of four warriors from Wano: Kin'emon, Kanjuro, Raizou and Momonosuke were heading to Zou on a secret mission. But then they shipwrecked and separated from each other. Kanjuro was captured by Doflamingo, Momo accidentally got on a ship to Punk Hazard, Kine'mon followed his son there, and Raizou's whereabouts were completely unknown. When three of the four warriors reunited, they continued their journey to Zou, having assumed that their last comrade is already there. As it turned out, they weren't the only ones expecting Raizou to be on the elephant island: Jack the Drought from Kaido's crew came there and turned the place upside down, looking for the elusive ninja. His search was completely fruitless, and eventually he left on an unrelated business.
This is the summary of what we know so far. But I think there's a bit more going on, a cunning plan put into work by the samurai, built upon one small lie that deceived the enemy. The truth is, Raizou does not exist!

It's just Kin, Kan and Momo... and the fourth warrior is nothing more than a fabrication created by them. But what's the reason for inventing an extra companion?
Here's what I think. The samurai are being hunted by Kaido for whatever reason. However, they have a mission, and they can't afford to run into the Yonko's men wherever they go, so they came up with a plan. They leaked the information about their destination (Zou), but also put in a lie about having more people in their group than there actually are, and then split up (maybe on purpose, maybe not). The non-existent person, Raizou, was supposed to reach Zou first, and Kaido's men would naturally come and look for him there. Then Kin and the rest would arrive at Zou later when their enemy has left empty-handed. The plan worked, Jack is gone, bad encounter avoided!
Of course, this would also mean the samurai agreed to sacrifice an unsuspecting country for the sake of their own safety, which isn't very nice. But I wouldn't mind if the Wano warriors had questionable morality. Especially towards a bunch of talking animals (fantastic racism yay).
