Raiton/Lightning in the Naruto world can be created by Vibrating your chakra at high speeds, it's weak against Futon/Wind and strong against Doton/Earth.
It can be fused with Water to create storm release, and it's probably used to make Swift release in conjunction with wind.
Also it can be flowed through things such as swords to increase the cutting power or yourself o speed up reflexes and stuff.
