Strong points

- Since its vibrating frequency is increased, you'll have to have better control over your weapon, because just touching it would also leave yourself harmed -

Ways to counter this technique
I would use the hell out of Fire Release: Flame Whirlwind when someone tries to get close to me with his Super Vibrating Lightning Release Sword.

You Doing the jutsu
I take the sword you gave me, I start by channeling Raiton-Chakra into the sword, when I have sufficient for this technique, I use nature manipulation to create lightning. By doing so, I increase the swords vibrating frequency and its cutting power. I try it on a tree next to me, and who knew? the tree was chopped midway. I then notice your clone, I attack him and hit him right in the hart, making him disperse.

Good you could also use the wind jutsu Danzou use to make the green aura appear on his kunai which would work well against this^^

Do the ram sign and and use your chakra and by raising your hand in the sky cause an electrical discharge to trigger so it shocks my clone.

- It's a very pinpointed attack, meaning it's hard to evade because it's so precise -
- It's very unpredictable, your opponent won't be able to know from which angel the lightning is coming -

Weak points

- While you're sending chakra into the sky, you'll be open for attacks -
- Requires clouds (does it? the descriptions doesn't speak of any) -
- By raising your hands in the air, you're opponent will propably be able to predict which technique you're using -

Combinations-strategies
I could have a clone use Earth Release: World Shaking, making it ever harder to evade Lightning Release: Large Electrical Discharge Technique when he can't even stand right.

Ways to counter this technique
If my opponent is almost finishes performing the technique I could use Wind Release: Vacuum Wave to protect myself from the electric discharge.

You Doing the jutsu
I start by performing the Ram hand seal, I put my right hand up in the air and start gathering Raiton-chakra in it, after I've gather sufficient for this technique, I release the Raiton-chakra into the sky, and by using nature & shape manipulation I release an electric discharge from above on your clone, causing sever damage all over his body, making him disperse.

Note: Numbing Effect lasts for one turn.

Take out two large shuriken and channel your lightning chakra in them so when you throw them at my clone and by using an electrical cable to remain connection to the shuriken they will have the chakra infused into them shocking and numbing my clone.

- You need a big projectile and the opportunity to pin down your opponent -

Combinations-strategies
I could have a clone use Earth Release: Sticky Earth Drop to bury my opponent after hes paralyzed.

Ways to counter this technique
If I can block the incoming projectile and make sure it doesn't hit me, my opponent won't be able to perform his technique, I could use Wind Release: Twister Shot to do that.

You Doing the jutsu
I take out two large shurriken and focus my raiton chakra into them, when I have accumulated enough chakra for the technique, I throw them at your clone and by using an electrical cable I remain connected to the shurikens. After pinning your clone, the electricity provided by the electrical cable paralyzes your clone making it very easy for me to finish him off with a highkick.

I could have a clone use Water Style: Destruction Torrent, so that I can defend using Lightning Release: Thunderbolt Flash and at the same time attack with Water Style: Destruction Torrent, which would combine with the lightning to give my water based attack a paralyzing effect if it hits my opponent.

Ways to counter this technique
I would use a big sized wind technique with a mid range, such as Wind Release: Rotating Ferocious Wind to counter and keep on attacking my opponent.

I notice your clone attacking me, I put up my hands and start focusing my raiton-chakra into them, when I have gathered sufficient chakra fort this technique, by using nature and shape manipulation I release a current of purple lightning from my hands, which I use to knock away your clone.

Description: The user manipulating their chakra generates a plasma barrier around them to serve as a defence which protects them from incoming attacks, even from something as wide-ranged as the Quicksand Waterfall Flow however the user cannot use other techniques besides lightning release or physical based techniques. The user can rush at their opponents even if the barrier is active. The shield can be used offensively, by discharging the electricity in the direction of their choice in a wave resulting in using the energy of the barrier and ending its effects.
Note: Technique remains active for 3 turns.

Using your lightning chakra create a plasma barrier around your self to protect you against my earth jutsu. Then rush at my clone with the barrier still activated and discharge the barrier so a wave of electricity hits my clone.

You can combine it with taijutsu, to get the upper hand in a battle. Or you could have a clone use Earth Release: Double Suicide Decapitation Technique, making running/evading impossible for your opponent.

Ways to counter this technique
You could use Wind Style: Hurricane Fist to break through the barrier, or the ninjutsu: Barrier Shatter Technique.

You Doing the jutsu
I notice your clone attacking with a large sized earth jutsu, I start by focussing my Raiton-chakra, once I have enough for this technique, I release it and use nature and shape manipulation to creat a plasma barrier around me self to protect myself against the incoming earth jutsu. Then I rush at your clone with the barrier still activated and discharge the barrier so a wave of electricity hits your clone, causing him a lot of damage and making him disperse.

Ways to counter this technique
I could use a large sized wind technique such as to counter the continous rain of lightning bolts and meanwhile I'd also attack my opponent because of its size.

You Doing the jutsu
I start by focussing my raiton chakra in between my hands, when I have gathered sufficient for this technique, I use nature and shape manipulation to create an orb of raiton chakra and I release into the mid air, when it has reached a decent distance from the ground I make it release a rain of lightning for a couple of seconds, it causes your clone to be stunned, making it quite easy for me to finish him off with a kunai.

Description: The user must first perform the following sequence of hand seals Ox → Rabbit → Monkey → Dragon → Rat → Bird → Ox → Snake → Dog → Tiger → Monkey and they create a lightning jutsu that is concentrated in the user's palm and thrusted toward the opponent at high speed. The lightning in the user's palm sounds like birds chirping, hence the name.
Note: Someone who mastered lightning release can perform chidori with just the Ox hand seal.

Do all the signs and create concentrated lightning into your palm and when you have it move at high speeds at my clone and thrust it into my clone's chest.

Combinations-strategies
I could combine it with Earth Release: Devouring Earth, I would use this technique to capture my opponents feet, making it unable for him to move again, and then finish him off with the Chidori.

Ways to counter this technique
I could defend myself from it by using Earth Release: Earth Style Wall Jutsu to create a stick enough wall, as Chidori is such a small sized technique and it wouldn't be able to pierce through this thick wall.

You Doing the jutsu
I start by performing the Ox → Rabbit → Monkey → Dragon → Rat → Bird → Ox → Snake → Dog → Tiger → Monkey hand seals, I then concentrate Raiton-chakra into my right hand palm, then by using nature & shape manipulation I create lighting inmy palm. Then I move at high speeds towards your clone and thrust it through his chest.

I would use Wind Release: Rising Dragon to block the shuriken and keep attacking my opponent at the same time.

After having performed Chidori I take out a large shuriken and channel the chidori into it. I then throw it towards your clone, upon contact it leaves him paralyzed.

(Raiton: Chidori Nagashi) - Lightning Release: One Thousand Birds Current

Range: Short (Mid if channeled through a medium)

Damage Points: N/A (+10 if used to boost weapon damage)
Description: This jutsu allows the user to generate non-focused electricity from their body. It can be used as an omnidirectional attack or be channeled through weapons, the ground or other conductive mediums. Because the electricity isn't focused, it doesn't kill on contact, instead it has great numbing and paralyzing effects. To channel Nagashi through a medium, the user needs to focus the technique into one of his hands which will then be put in contact with the medium and can only choose to either do a widespread attack throughout his whole body or to channel it into something; he cannot achieve both usages at the same time. Despite not having much destructive or damaging properties, Nagashi can be used to destroy low rank earthen and wooden structures and even negate chakra on the ground to stop high ranked earth and wood techniques. It has also been noted that Lightning Specialists that have mastered Lightning to the highest degree can resist total paralyzation, although they still feel the pain and numbing effects.
Note: Paralyzation lasts 1 turn if sucessful but is ineffective against bios who have a primary Lightning Specialty

Ways to counter this technique
Once you're a Raiton master, Nagashi will be ineffective against you. Or, you could use Water Release: Water Quaking Pillar to create the pillars around you, which would absorb the raiton before it reaches you. If this one isn't a valid move, I could use Lightning Release: Thunder Dragon Tornado to cancell your Nagashi.

It causes devastating destruction on its way and generates enough heat and power to destroy whatever it comes into contact with.

Do some hand signs and when you place your hand on the ground use your chakra to send out an enormous bolt of electricity to cut through the ground towards my clone. The lightning should be triangular with the base facing you and the tip towards my clone.

I could create a tornado around me to block the incoming lighning and then suck in my opponnent into it, and then cut him.

I perform the required hand seals and then place my hands on the ground. When I have gathered sufficient chakra for this technique, I release it into the ground, meanwhile using nature & shape manipulation I send out the chakra as a triangular with the base facing me and the tip towards your clone. Which hits him straight on.

Create a chidori in your hand and use your chakra to manipulate the the chidori and have it release senbons from the chidori so it hits my clone
